- The Signal’s Jim Holt has a pair of articles on the state office that’s tasked with enforcing water quality laws. The generically-named “Office of Enforcement” has only been fining communities for a few years, but its M.O. is largely the same: find cities that have dumped excess chloride in rivers (or small tributaries) or been lax in their reporting, fine them, then accept a negotiated settlement.
