- Losing the battle but winning the war: Public library supporters were cheered by Governor Brown’s signing of Assembly Bill 438, the bill that would require a cost analysis be done, bids be competitive, and other restrictions before a city outsources former County library services to a private company. - On Saturday, away from the media and at the end of the news cycle, Gov. Brown signed into law the controversial DREAM act, a new law that would let the children of illegal immigrants apply for CalGrants and other public scholarship money.
