Those Cal Arts students are well aware of the permit requirements, they just don't want to invest the time and/or money on obtaining them. They are constantly filming in the Haskell Canyon open territories because they don't think they will get caught I know this because my home backs up to this area. I make a cocktail and sit back and watch the prom dressed group of teenagers that have been turned into zombies, running around in the wash and think its perfectly normal.

They may not have permits, but I'd rather see young people doing film projects than spraying graffiti all over the place.

I couldn't agree with you more. I personally like seeing young people trying to do something with their lives. I lived in Hollywood for many years and several young film students did things without permits including fake guns. It was clear to us and they didn't get into trouble. If the cops saw them, they would just tell them to take it somewhere else.
