How to connect Lyons Avenue to Dockweiler?

One reader thinks there are better ways than the one that will be discussed at tonight's Council meeting:
Wont extending Lyons over the RR Tracks only hurt Downtown Newhall by diverting even more traffic around it? Dockweiler Drive should connect to Market Street if they want more people to see their crowning achievement.
As far as the crossing of the RR Tracks, IMO it should be at 15th Street with the RR Tracks elevated over the roadway.
If you stand at 13th Street and look toward 15th Street, the terrain dips down to a low at 15th Street and then back up again toward Placerita Creek.  There is already a controlled intersection at 15th Street.
Building the RR Tracks up and over at 15th vs crossing OVER the tracks at Lyons, then a BRIDGE over the creek AND removing the 13th Street crossing dose not sound unfeasible.  Maybe even cheaper?  Put a temporary kink in the RR Tracks while construction is going on and there will be no interruption of any services.  I think the CPUC would go for this.
It would give good direct access to the property the city would so much like to see get developed and not interfere with any existing roadways.
Just because something is in the "General Plan", it is not written in stone and now is the time to explore other options before money is spent.
