Well this explains much about the sudden departure of Master Pulskamp. It is a time honored strategy of City Manager's once they achieve retirement age to then go to another City to top up their retirement by collecting both the salary and the pension for a period of years. While it is spekalation' I would assert that Pulskamp and Fuld plotted out these moves on the chessboard for Fuld to go to Southgate and Pulskamp to go to Burbank where he will probably serve for about five years until he reaches his real retirement age.
For what it's worth, Fuld resigned after Pulskamp announced his retirement back in August. So I doubt they planned City Manager musical chairs.
I take Pulskamp at his word that he'll be an "interim" City Manager at Burbank for five or six months.

Double dipping: A person who retires after January 1,2013 is prohibited from returning to work as a retired annuitant for a period of 180 days. Retired annuitants cannot work more than 960 hours in a consecutive 12 month period.

As fars as Ken Skampi is concerned, I suspected he wouldn't quickly be trading in his business suits for golf pants anytime soon. Bumped into him last week, and when I asked what his post-retirement plans were, he just kind of smiled and said, "eh, we'll see." Good for Burbank. They win by getting Ken "soon to be official Burbank City Manager" Pulskamp, and we still win by having Ken Striplin as city manager here in Sclarita.I wonder if the City of Santa Clarita will have to change the official start date for Ken Striplin as City Manager?
