- City Council Agenda 1: Packed agenda for next week, including some hot topics. Remember the City Council Norms & Procedures debate last month? It's back on the agenda and it has been modified. Many "shalls" have been replaced by "shoulds," such as in the section dealing with Councilmember contact with the media. - The Hart board unanimously agreed Wednesday to purchase the Romero Canyon property from Larry Rasmussen for a cost of $37 million. The controversial site will be home to Castaic High. Rasmussen will be paid in 18 installments of $1.7 million, and officials estimate it will cost between $120 and $150 million to build a school. As critics pointed out, the purchase agreement "does not require the seller to construct a secondary access route prior to the district taking control of the property."
